XIII Battle Info
In an interview with Gemanga, Square Enix's Tetsuya Nomura, Yoshinori Kitase, Motomu Toriyama, and Tosirou Tsuchida discussed Final Fantasy XIII's battle system.
For Final Fantasy XIII, Tsuchida was asked to develop a "flashy, speedy" battle system that allows players to play as fast as an action title but still input commands. He says that the new system will allow for more options despite the added speed, and melee and magic attacks will be able to be strung together. Because of the new battle system, XIII will incorperate a new animation process during battle to accomodate the combination moves.
As for enemy encounters, it seems that XII's non-random system will be back with some modifications. According to Tsuchida, battles are not quite encouter-based and not quite seemless.
Toriyama described it as a "party battle system", and mentioned that the enemies you encounter will in some way reflect the current situation in the game. Kitase added that certain enemies will have their own background story.
Kitase also mentioned that the White Engine, rumored to be retired after the release of XIII and Versus XIII is still being considered for future titles.
